For California Department of Water Resources (DWR), assisted with regulatory analysis of Sustainable Groundwater Management Act (SGMA) and providing economic analysis for Flood Managed Aquifer Recharge program. Provided economic methods and screening of methods for Water Supply Investment Program (WSIP) authorizing $2.5 billion of public funding for public benefits of surface storage projects, and assisted California Water Commission with process development, evaluation of projects, and estimation of eligible funding. For this process, developed statistical models of California water transfer prices and reservoir recreation participation levels. Provided process, economic methods and project evaluation for IRWM and stormwater loan and grants programs. Participated in common assumptions process for hydrologic and economic models for use in water supply evaluations. Developed a principles and methodologies background document for benefit and cost allocation for Calfed programs. Provided analysis of Circular A-94 discount rate policy for FEMA.
Delta Issues and Flood Damage Reduction. Conducted analysis of salinity and infrastructure costs associated with flooded Delta islands. Provided benefit-cost analysis of Delta levee material transfer facilities including water supply, water quality, and lost land use values. Analysis of Frank’s Tract improvements including municipal water supply and quality economics. For the Delta Risk Management Strategy (DRMS) provided economic analysis of lost use of infrastructure, housing and business space. Provided expert review of flood control economics on the Rio Grande, New Mexico, and Mississippi River, Illinois.
Water Use Efficiency and Management. For Delta Vision process, provided a scoping-level analysis of economic efficiency of water use and allocation in California and description of financing options. Investigation of appropriate price and value for environmental water supplies from new surface storage projects and guidance for benefit-cost analysis and cost allocation problems. For California Bay-Delta Authority (CBDA) assisted with water use efficiency program alternative cost estimates. Provided analysis of water conservation policies for medical facilities in California and Georgia.
Groundwater Economics. Investigated economic costs of groundwater overdraft in the Borrego Valley, and estimated costs and water supplies from actions to reduce overdraft including land retirement, conservation and flood water management. Compared methods for recharging aquifers in the San Joaquin valley. Evaluated cost allocation associated with groundwater management agreements in the Chino Basin.
Water Project Evaluations. Developed economic methods, criteria and ranking for more than 75 Proposition 1E, Integrated Regional Water Management and groundwater storage grant and loan proposals including hundreds of projects.
Regional Economics. Analysis of environmental water account (EWA) effects on crop idling, water transfer market and regional economies. For Reclamation, assisted with economic impact analysis of changes in urban water allocations.
Municipal Water Supply Economics. Developed urban water supply economic models for biological opinion alternatives and emergency drought conservation in California. Chaired LCPSIM review group to analyze and recommend improvements for a municipal water economics model. Provided descriptions of property values and municipal water supply economics for the Upper Yuba River Studies Program. In Economic Evaluation of Water Management Alternatives developed municipal water supply economic analysis with California stakeholders. Developed cost-effectiveness analysis of municipal well purchase near Santa Rosa.
Agricultural Economics. For Reclamation, compared methods for estimating irrigation water values in the San Joaquin Valley. For California investors, considered potential for EB-5 investments for vineyards and walnuts. Provided expert testimony regarding impacts of Tuolumne River instream flows. Investigated economic incentives for irrigation water conservation in southern California and conversion to level basin irrigation in Arizona.
Environmental Economics. Wrote finance plan for environmental programs in the Lake Tahoe basin. Estimated fair market price for water transfers in the Sacramento Valley, assisted with NEPA analysis of PG&E hydropower projects for water supply, developed economic methodology for aquatic plant management, and provided discussion of programs and policies for watershed restoration in the Sierra Nevada.
